Narrative:

BE36 bonanza checked on my frequency level at 10000 ft. BE36 was issued current altimeter setting at harrisburg, and was issued a clearance to descend to 9000 ft. BE36 reads back 9000 ft over harrisburg VORTAC, BE36 was observed below his assigned altitude. Pilot was queried to verify at 9000 ft and stated that he was cleared to 8000 ft. BE36 was told to climb to 9000 ft and was advised his assigned altitude was 9000 ft. Loss of separation with E120 over harrisburg at 8000 ft. E120 pilot took evasive action. BE36 pilot did not see E120 traffic. Loss of separation detected by ZNY quality assurance patch.

BE36 WAS TOLD TO CLB TO 9000 FT AND WAS ADVISED HIS ASSIGNED ALT WAS 9000 FT. LOSS OF SEPARATION WITH E120 OVER HARRISBURG AT 8000 FT. E120 PLT TOOK EVASIVE ACTION. BE36 PLT DID NOT SEE E120 TFC. LOSS OF SEPARATION DETECTED BY ZNY QUALITY ASSURANCE PATCH.
