Narrative:
The HS25 was climbing to FL230 and overflt at FL200. The HS25 was issued two clrncs to stop at FL190 and never acknowledged. Then was issued a clearance to turn 30 degrees right and did not acknowledge. Pilot issued second 30 degree right turn. Pilot acknowledged with comment of 'I have traffic on TCASII.'

Title: ARTCC RADAR CTLR HAD COM PROB WITH A CLBING HS25. CONTACT ESTABLISHED AFTER THE ACFT CONFLICTED WITH TFC AT CRUISE ALT.
Narrative: THE HS25 WAS CLBING TO FL230 AND OVERFLT AT FL200. THE HS25 WAS ISSUED TWO CLRNCS TO STOP AT FL190 AND NEVER ACKNOWLEDGED. THEN WAS ISSUED A CLRNC TO TURN 30 DEGS R AND DID NOT ACKNOWLEDGE. PLT ISSUED SECOND 30 DEG R TURN. PLT ACKNOWLEDGED WITH COMMENT OF 'I HAVE TFC ON TCASII.'
