Narrative:

Aircraft #1 was on IFR flight plan from maf-ads on jul/tue/98. Aircraft #1 was handed off from regional approach after intercepting localizer runway 33 into ads. About 6-7 mi out, ads was called 'in sight.' however, rain showers were moving in. Ads control tower turned a C310 (#2 aircraft) in front of us about 1000-1500 ft. I started s-turns for spacing with gear and flaps down. By this time we were in the rain showers and experienced poor visibility. The C310 was cleared to land, and instructed to expedite turn off of runway. We were instructed to put it on the numbers. As we touched down and were rolling out, the C310 was still on the runway and we had to pass him on the left hand side. At no time was there 3000 ft of spacing. The only reason we were able to see the C310 was because of his bank angle and we were not yet in the rain. I felt we couldn't have made a go around from the time we saw the C310 on the runway.
