Narrative:
Departing hou IFR in VMC. Climbed to 8000 ft. Lost power on left engine intermittently. Told departure needed to cancel IFR and do 180 degree turn to west houston (iws). I did not declare an emergency. Controller asked 2 times if I wanted to declare. Told him no and explained that I had what I thought was a fuel flow problem. In the haste to get turned around I may have descended out of 8000 ft and started a turn without a clearance. The controller never canceled my IFR but eventually gave a clearance to iws with a visual approach. Was able to land successfully. Problem may be a propeller governor.

Title: PLT OF A BE58 ON IFR FLT PLAN BUT VFR CONDITIONS HAS ENG PWR LOSS ON L ENG AND ELECTS TO DIVERT TO NEARBY ARPT. PRIOR TO RECEIVING CLRNC HE TURNS AND DSNDS.
Narrative: DEPARTING HOU IFR IN VMC. CLBED TO 8000 FT. LOST PWR ON L ENG INTERMITTENTLY. TOLD DEP NEEDED TO CANCEL IFR AND DO 180 DEG TURN TO W HOUSTON (IWS). I DID NOT DECLARE AN EMER. CTLR ASKED 2 TIMES IF I WANTED TO DECLARE. TOLD HIM NO AND EXPLAINED THAT I HAD WHAT I THOUGHT WAS A FUEL FLOW PROB. IN THE HASTE TO GET TURNED AROUND I MAY HAVE DSNDED OUT OF 8000 FT AND STARTED A TURN WITHOUT A CLRNC. THE CTLR NEVER CANCELED MY IFR BUT EVENTUALLY GAVE A CLRNC TO IWS WITH A VISUAL APCH. WAS ABLE TO LAND SUCCESSFULLY. PROB MAY BE A PROP GOVERNOR.
