Narrative:
ZOB asked us to descend from FL290 to FL280. During descent altitude alert sounded, I looked up and we were at FL277. Occurrence caused by distraction approaching leveloff altitude. So was balancing fuel, captain, who was PF, was working with so on fuel and I was talking to ZOB about deviating for WX. Rule #1 was not followed which is 'fly the airplane.' I was complacent by not making sure the PF was actually flying the aircraft. Supplemental information from acn 409576: problem caused by inattention to altimeter. So was obtaining ATIS for landing airport and not backing up captain and first officer.

Title: A DSNDING B727 OVERSHOT ITS ALT WHEN THE FLC IS DISTRACTED AND NOT WATCHING THE ACFT'S ALT.
Narrative: ZOB ASKED US TO DSND FROM FL290 TO FL280. DURING DSCNT ALT ALERT SOUNDED, I LOOKED UP AND WE WERE AT FL277. OCCURRENCE CAUSED BY DISTR APCHING LEVELOFF ALT.
