Narrative:
We were cleared to taxi to runway 16L at intersection left, and then into position and hold. We immediately saw an MD80 at the end, and as we taxied out we were trying to determine if he was moving. I saw some light smoke and taxied very slowly. Then, due to the runway slope, his lights at the wingtips came into view. I stopped and transmitted that it appeared that an aircraft was rolling on runway 16L. The tower controller said 'sorry, hold your position.' as much of our plane was over the hold short line, I said 'we'll do our best.' when the MD80 passed, we were cleared for takeoff.

Title: CREW ON ACFT X AT SEA WERE CLRED TO RWY 16 AT INTXN L, THEN INTO POS AND HOLD. APCHING THE RWY, THE CREW SAW ACFT Y AT THE APCH END OF RWY 16 AND DETERMINED IT WAS ROLLING AND ADVISED THE TWR. THE TWR APOLOGIZED AND INSTRUCTED ACFT X, WHICH WAS OVER THE HOLD LINE, TO HOLD POS. AFTER ACFT Y DEPARTED, ACFT X WAS THEN CLRED FOR TKOF.
Narrative: WE WERE CLRED TO TAXI TO RWY 16L AT INTXN L, AND THEN INTO POS AND HOLD. WE IMMEDIATELY SAW AN MD80 AT THE END, AND AS WE TAXIED OUT WE WERE TRYING TO DETERMINE IF HE WAS MOVING. I SAW SOME LIGHT SMOKE AND TAXIED VERY SLOWLY. THEN, DUE TO THE RWY SLOPE, HIS LIGHTS AT THE WINGTIPS CAME INTO VIEW. I STOPPED AND XMITTED THAT IT APPEARED THAT AN ACFT WAS ROLLING ON RWY 16L.
