Narrative:

Passenger boarded late and was wearing black arm band over polyester suit. The passenger called #2 flight attendant over and told her she 'needed to take care of him.' she asked why. His response was that he could get 'verbal.' at this point, we were alerted that he was either drunk or mental. He kept asking for drinks. He wanted 5 at a time. Of course he was only given one. Then, no more. He kept badgering #2 flight attendant. Then she smelled smoke in lavatory. Found cigarette in trash. He admitted he was smoking. Wanted to know if he was arrested. Then he laughed and said he'd 'been thrown out of better places than this.' reports were written. Captain was informed. He was also disruptive to passenger around him. A girl about 17 or 18 yrs old politely asked to be moved. We found out later that he kept asking her to marry him. Mental! Callback conversation with reporter revealed the following information: reporter states that this passenger's behavior was disruptive on boarding. This behavior continued throughout the flight and the reporter feels this passenger should never have been boarded at point of departure. An incident report was filed with the company, which the passenger had to sign in-flight. He complied and conformed to the regulations. Supplemental information from acn 409710: deadheading passenger notified the working crew. He was informed of his wrongful and unlawful acts and that the appropriate actions would be taken.
