A descending B727 overshot its assigned altitude when the first officer reset the altitude alerter to the wrong altitude after the captain had already set it to the correct cleared to altitude. TCASII alerts crew as to there being a problem.

Cleared to descend to 16000 ft. First officer (PF) heard '6000' and put it in window after captain had already set 16000 ft. TCASII went off as advisory. All eyes outside to locate traffic at 2 O'clock and 4 mi. Traffic sighted. Aircraft descended below 16000 ft.
