Narrative:

Aircraft #1 had a clearance to climb to 15000 ft from tucson departure. Through 13500 ft TCASII went rapidly from TA to RA with descend to descend now. Started a 2000-3000 FPM descent. At this point, TCASII showed aircraft, later idented as a government cessna citation (aircraft #2) 800 ft above and still descending. I picked up aircraft visually about 1-2 mi, converging. I estimate miss was less than 500 ft. Onboard, in jump seat, was an FAA aviation safety inspector. In my opinion, had we not had the TCASII TA/RA, we would have collided.

Title: ACR MD80S FLC INITIATES EVASIVE TCASII MANEUVER TO AVOID A CESSNA CITATION JET, DSNDING OPPOSITE DIRECTION, APPARENTLY NOT UNDER ATC ADVISORIES.

Narrative: ACFT #1 HAD A CLRNC TO CLB TO 15000 FT FROM TUCSON DEP. THROUGH 13500 FT TCASII WENT RAPIDLY FROM TA TO RA WITH DSND TO DSND NOW. STARTED A 2000-3000 FPM DSCNT. AT THIS POINT, TCASII SHOWED ACFT, LATER IDENTED AS A GOV CESSNA CITATION (ACFT #2) 800 FT ABOVE AND STILL DSNDING. I PICKED UP ACFT VISUALLY ABOUT 1-2 MI, CONVERGING. I ESTIMATE MISS WAS LESS THAN 500 FT. ONBOARD, IN JUMP SEAT, WAS AN FAA AVIATION SAFETY INSPECTOR. IN MY OPINION, HAD WE NOT HAD THE TCASII TA/RA, WE WOULD HAVE COLLIDED.
