Narrative:
Air carrier X was inbound to mia on vector, descended to 8000 ft. Air carrier Y had just departed mia and was climbing to 7000 ft. I gave air carrier X traffic call and told him other aircraft was level at 7000 ft. He responded roger, then said he was responding to TCASII alert and climbing. Air carrier X climbed to 8800 ft before he could descend. Air carrier Y aircraft never climbed out of 7000 ft.

Narrative: ACR X WAS INBOUND TO MIA ON VECTOR, DSNDED TO 8000 FT. ACR Y HAD JUST DEPARTED MIA AND WAS CLBING TO 7000 FT. I GAVE ACR X TFC CALL AND TOLD HIM OTHER ACFT WAS LEVEL AT 7000 FT. HE RESPONDED ROGER, THEN SAID HE WAS RESPONDING TO TCASII ALERT AND CLBING. ACR X CLBED TO 8800 FT BEFORE HE COULD DSND. ACR Y ACFT NEVER CLBED OUT OF 7000 FT.
