Narrative:
All seat belt and no smoking signs are out/MEL. The flight attendant told myself of section 2. Far 91.517: at least 1 sign/placard must be visible to each passenger. Discussed with dispatcher/dispatcher supervisor and was told by them and maintenance that MEL overrode flight attendant manual and FARS. Back cabin was totally dark.

Narrative: ALL SEAT BELT AND NO SMOKING SIGNS ARE OUT/MEL. THE FLT ATTENDANT TOLD MYSELF OF SECTION 2. FAR 91.517: AT LEAST 1 SIGN/PLACARD MUST BE VISIBLE TO EACH PAX. DISCUSSED WITH DISPATCHER/DISPATCHER SUPVR AND WAS TOLD BY THEM AND MAINT THAT MEL OVERRODE FLT ATTENDANT MANUAL AND FARS. BACK CABIN WAS TOTALLY DARK.
