Narrative:
Tower cleared aircraft #1 for takeoff and gave us a heading directly at a traffic watch plane (aircraft #2) that he knew about, just off airport boundary. Received TCASII RA and executed rapid pull-up (climb). ATC advised us that it was his fault and he should have told us about the traffic, TCASII might have saved us.

Title: CGA BE40 PIC TOOK EVASIVE ACTION DUE TO TCASII RA ON INITIAL DEP CLB OUT FROM TFC WATCH ACFT. PIC RPTS THAT CTLR STATED THAT CTLR WAS AT FAULT FOR NOT EXCHANGING TFC PRIOR TO DEP.
Narrative: TWR CLRED ACFT #1 FOR TKOF AND GAVE US A HEADING DIRECTLY AT A TFC WATCH PLANE (ACFT #2) THAT HE KNEW ABOUT, JUST OFF ARPT BOUNDARY. RECEIVED TCASII RA AND EXECUTED RAPID PULL-UP (CLB). ATC ADVISED US THAT IT WAS HIS FAULT AND HE SHOULD HAVE TOLD US ABOUT THE TFC, TCASII MIGHT HAVE SAVED US.
