Narrative:
Mke tower cleared us into position. This resulted in an arriving aircraft going around. We queried tower but they still wanted us to takeoff. Aircraft on the miss was some type of king air? I could see from TCASII that separation would be minimal. The tower said to go on our initial climb out. Separation began decreasing. Did not go below 1000 ft. Traffic had begun a turn to 180 degrees, but did not clear the 2 mi ring on TCASII. FAA inspector on our jump seat felt tower was in error issuing our takeoff clearance. He was correct.
Original NASA ASRS Text
Title: CTLR AT MKE TAXIED AN ACR INTO POS WITH AN ARRIVING ACFT ON SHORT FINAL. THE ARR, A BEECH KING AIR, EXECUTED A MISSED APCH AND THE CTLR CLRED THE ACR JET FOR TKOF WITH MINIMUM SEPARATION BEHIND THE SLOWER ACFT ON THE MISSED APCH. USING TCASII, THE ACR PLT SAID THE ACFT AHEAD DID NOT CLR THE 2 MI RING.
Narrative: MKE TWR CLRED US INTO POS. THIS RESULTED IN AN ARRIVING ACFT GOING AROUND. WE QUERIED TWR BUT THEY STILL WANTED US TO TKOF. ACFT ON THE MISS WAS SOME TYPE OF KING AIR? I COULD SEE FROM TCASII THAT SEPARATION WOULD BE MINIMAL. THE TWR SAID TO GO ON OUR INITIAL CLBOUT. SEPARATION BEGAN DECREASING. DID NOT GO BELOW 1000 FT. TFC HAD BEGUN A TURN TO 180 DEGS, BUT DID NOT CLR THE 2 MI RING ON TCASII. FAA INSPECTOR ON OUR JUMP SEAT FELT TWR WAS IN ERROR ISSUING OUR TKOF CLRNC. HE WAS CORRECT.
