Narrative:
We (aircraft #1) were assigned descent to 11000 ft by ZID. We were handed off to day approach at approximately 12500 ft. Day approach told us at 11200 ft, with no reason or sense of urgency, to climb back to 12000 ft and turn right to 360 degrees. PNF asked if we could have something different and said we'd be unable that heading due to a thunderstorm cell off to our immediate right. I began climb back to 12000 ft. ATC repeated instructions -- no reason or urgency. I complied with turn. ATC then gave us a descent back to 11000 ft. TCASII TA (aircraft #2) was received. ATC then advised us (apologetically) that the center controller made an error and caused the conflict (he admitted that ATC caused the situation). He offered a phone number if wanted an explanation. It is a difficult situation when ATC needs to turn you into a thunderstorm to avoid traffic. The thunderstorm is probably more risky than the conflict especially with TCASII available. Regardless of our turn time, we could not have avoided conflict.

APCH CTLR STATES THAT CONFLICT INITIATED FROM ARTCC CTLR, ASSIGNING SAME, CONFLICTING ALT WITH OTHER TFC. PIC ADVISED DIFFICULT SIT WAS PRESENTED TO HIM, EITHER TURN IN TSTM ACTIVITY OR ALLOW TCASII THE ABILITY TO RESOLVE THE TFC CONFLICT. THIS TIME PIC TURNED INTO WX.
