Narrative:
Event involved 3 facilities: ZNY, ZDC, and facsfac vacapes (military). The situation involved a passenger aircraft that was a normal jfk departure climbing on J174. Aircraft was handed off by ZNY manta sector to ZDC, sea isle high sector, climbing to FL230, as per LOA. Subsequently, facsfac vacapes called ZNY to advise of a KC135 spillout from W107 at FL210. ZNY manta sector in turn advised ZDC sea isle high of the traffic (KC135). Sea isle high stopped the departure aircraft's climb at FL200 to separate it from the KC135. The tanker was turned back into W107 by facsfac vacapes. Facsfac vacapes then called sea isle high with a manual handoff on 2 A10's (Y) returning to acy at FL200. At this time the A10's were already west of the confines of W107 in ZNY airspace and traffic for the passenger jet (X). The handoff was not accepted by sea isle high. The A10's were turned and descended by facsfac vacapes. Sea isle high called the traffic to the passenger jet (X) and climbed the aircraft. The exiting LOA between ZDC, ZNY and facsfac vacapes requires a minimum of 5 min notification prior to manually handing off aircraft exiting the warning areas. This was not accomplished and would have precluded this incident had the LOA been adhered to.

Title: ZDC RADAR CTLR RPTS A MILFAC SPILLOUT FROM W107, ALSO INVOLVING ZNY. FACSFAC VACAPES ATTEMPTED TO HDOF 2 A10'S TO ZDC IN ZNY AIRSPACE, ALREADY OUTSIDE W107. ZDC REFUSED THE HDOF OF THE A10'S COMING INTO CONFLICT NOW WITH ACR TFC HDOF TO ZNY. VACAPES TURNED AND DSNDED THE A10'S, EVIDENTLY BACK INTO W107.
Narrative: EVENT INVOLVED 3 FACILITIES: ZNY, ZDC, AND FACSFAC VACAPES (MIL). THE SIT INVOLVED A PAX ACFT THAT WAS A NORMAL JFK DEP CLBING ON J174. ACFT WAS HANDED OFF BY ZNY MANTA SECTOR TO ZDC, SEA ISLE HIGH SECTOR, CLBING TO FL230, AS PER LOA. SUBSEQUENTLY, FACSFAC VACAPES CALLED ZNY TO ADVISE OF A KC135 SPILLOUT FROM W107 AT FL210. THIS WAS NOT ACCOMPLISHED AND WOULD HAVE PRECLUDED THIS INCIDENT HAD THE LOA BEEN ADHERED TO.
