Both aircraft head on at FL310. Aircraft #2 descended to FL280. Controller overlooked other traffic at FL290 and climbed aircraft #2 back to FL310. Controller overlooked the initial confliction of aircraft #1 and aircraft #2. Both aircraft reacted to TCASII RA's.
