Narrative:
Controller advised to stay at 4000 ft until established, and to depart the ene VOR on R022. R022 is a published part of approach. Once on a published segment, I descended to 2200 ft MSL as indicated on approach. Controller then asked if I was established on localizer. I replied in the negative and was told that I had been told to maintain 4000 ft till established. As far as I am concerned, I did, for I was on a published segment. If the controller wanted me to maintain 4000 ft till established on the localizer, he did not make it clear. I have heard other clrncs issued the same way. Not specifying to maintain altitude till established on the localizer.

Title: ATX CARGO PLT OF A CESSNA CARAVAN 208 (C208) DSNDED TO FINAL APCH ALT ON A TRANSITION TO THE FINAL COURSE WHEN ARTCC RADAR CTLR ASSIGNED HIM TO REMAIN AT HIS PRESENT ALT UNTIL ESTABLISHED. THE RPTR BELIEVED THAT SINCE THE TRANSITION RTE WAS PART OF THE PUBLISHED APCH, HE WAS ESTABLISHED.
Narrative: CTLR ADVISED TO STAY AT 4000 FT UNTIL ESTABLISHED, AND TO DEPART THE ENE VOR ON R022. R022 IS A PUBLISHED PART OF APCH. ONCE ON A PUBLISHED SEGMENT, I DSNDED TO 2200 FT MSL AS INDICATED ON APCH. CTLR THEN ASKED IF I WAS ESTABLISHED ON LOC.
