Narrative:
While working the lou high altitude radar position, I was advised by supervisory traffic management coordinator that R3704 cfa would be 'hot' FL300 and below at XA00Z. My response was 'unable.' at approximately XA30Z I was advised that this area would be active 'in about 30 seconds' by area supervisor. I advised him that this was a 'really bad idea' and that 'we shouldn't do that.' I then issued a 50 degree off course vector to aircraft #1, bna to dtw flight, who was about to enter that area. This is a recurring situation. Although controllers repeatedly voice their objections to this airspace delegation during busy periods, no action is taken to halt the activation. This airspace impacts arrs and departures for bna, departures for cvg, and ind, and overflt traffic in one of the busiest high altitude en route sectors in the NAS.

Title: ARTCC RADAR CTLR CONCERNED WITH ACTIVATION OF RESTR AREA. TFC MGMNT COORDINATOR ADVISES CTLR ACTIVATION TIME, BUT CTLR WANTS ACTIVATION DELAYED. SUPVR ADVISES CTLR RESTR AREA IS RELEASED IN 30 SECONDS, AND CTLR IS DISPLEASED, BUT TURNS TFC AWAY FROM RESTR AREA AND OBJECTS.
