Narrative:
As I landed, I noticed the landing light was inoperative. I landed ok and was proceeding down the runway toward taxiway B1. I had a hard time seeing the taxi lights due to the high grass at the airport. I pulled off the runway at taxiway B1 and accidentally taxied into the grass, causing the nose to get pulled into the mud causing the propeller to hit the ground. I realized I should have stopped completely and asked the tower for assistance. I feel it was partly the lighting at the airport and my negligence in taxiing without a landing or taxi light that was operable. At this point the lighting at the airport is being looked into. I should have stopped completely and asked for assistance in taxiing. I ended up getting towed out of the mud back to parking.

Title: A PA28-140 PLT TAXIES HIS ACFT OFF THE TXWY AT HEF, VA, IN A NIGHT OP. PROP STRIKE OCCURS AS A SIDE EVENT. RPTR CITES HIS INOP LNDG LIGHT AND HIGH GROWTH AROUND THE TXWY LIGHTS AS CONTRIBUTING CAUSES.
Narrative: AS I LANDED, I NOTICED THE LNDG LIGHT WAS INOP. I LANDED OK AND WAS PROCEEDING DOWN THE RWY TOWARD TXWY B1. I HAD A HARD TIME SEEING THE TAXI LIGHTS DUE TO THE HIGH GRASS AT THE ARPT. I PULLED OFF THE RWY AT TXWY B1 AND ACCIDENTALLY TAXIED INTO THE GRASS, CAUSING THE NOSE TO GET PULLED INTO THE MUD CAUSING THE PROP TO HIT THE GND. I REALIZED I SHOULD HAVE STOPPED COMPLETELY AND ASKED THE TWR FOR ASSISTANCE. I FEEL IT WAS PARTLY THE LIGHTING AT THE ARPT AND MY NEGLIGENCE IN TAXIING WITHOUT A LNDG OR TAXI LIGHT THAT WAS OPERABLE. AT THIS POINT THE LIGHTING AT THE ARPT IS BEING LOOKED INTO. I SHOULD HAVE STOPPED COMPLETELY AND ASKED FOR ASSISTANCE IN TAXIING. I ENDED UP GETTING TOWED OUT OF THE MUD BACK TO PARKING.
