Narrative:
Clearing active runway 27R in atl, ground was too busy to speak to me. I had to brake to avoid an air carrier jet eastbound on taxiway left. After we both had stopped, he gave way to me. I taxied to the ramp still unable to contact ground control. Ground control frequency never did clear enough to use it.

Title: UNAUTH TAXI PROC DURING A NIGHT OP BY PIC OF AN E120 AT ATL, GA.
Narrative: CLRING ACTIVE RWY 27R IN ATL, GND WAS TOO BUSY TO SPEAK TO ME. I HAD TO BRAKE TO AVOID AN ACR JET EBOUND ON TXWY L. AFTER WE BOTH HAD STOPPED, HE GAVE WAY TO ME. I TAXIED TO THE RAMP STILL UNABLE TO CONTACT GND CTL. GND CTL FREQ NEVER DID CLR ENOUGH TO USE IT.
