Narrative:
Performing required experimental flight test for far part 25 certification. Test performed was to determine relight envelope for the engines. Right engine failed to relight at FL350. Unable to maintain altitude on single engine. Advised ATC and was cleared to lower altitude. No deviations from ATC clrncs occurred. Callback conversation with reporter revealed the following information: the aircraft was undergoing a far part 25 certification flight test. The test was to verify the engine relight envelope. The engines installed were pratt and whitney 535A. The #1 engine was successfully shut down and relit. #2 engine would not relight. Descent was initiated while simultaneously informing ARTCC. After a lower altitude was reached a successful relight was accomplished. Upon returning to base, the aircraft manufacturer and power plant manufacturer determined that the engine 'bleed off valve' had malfunctioned.

Title: C560 ACFT EQUIPPED WITH P&W 535A ENGS ON COMPANY FLT TEST ACTIVITY TO VERIFY THE ENG RELIGHT ENVELOPE. THE #2 ENG WOULD NOT RELIGHT.
Narrative: PERFORMING REQUIRED EXPERIMENTAL FLT TEST FOR FAR PART 25 CERTIFICATION. TEST PERFORMED WAS TO DETERMINE RELIGHT ENVELOPE FOR THE ENGS. R ENG FAILED TO RELIGHT AT FL350. UNABLE TO MAINTAIN ALT ON SINGLE ENG. ADVISED ATC AND WAS CLRED TO LOWER ALT. NO DEVS FROM ATC CLRNCS OCCURRED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE ACFT WAS UNDERGOING A FAR PART 25 CERTIFICATION FLT TEST. THE TEST WAS TO VERIFY THE ENG RELIGHT ENVELOPE. THE ENGS INSTALLED WERE PRATT AND WHITNEY 535A. THE #1 ENG WAS SUCCESSFULLY SHUT DOWN AND RELIT. #2 ENG WOULD NOT RELIGHT. DSCNT WAS INITIATED WHILE SIMULTANEOUSLY INFORMING ARTCC. AFTER A LOWER ALT WAS REACHED A SUCCESSFUL RELIGHT WAS ACCOMPLISHED. UPON RETURNING TO BASE, THE ACFT MANUFACTURER AND PWR PLANT MANUFACTURER DETERMINED THAT THE ENG 'BLEED OFF VALVE' HAD MALFUNCTIONED.
