Narrative:
Working approach control at phl inbound to phl at 9000 ft and DH8 departure phl area, I noticed them on a converging course. I immediately turned the aircraft left 090 degrees to avoid the traffic and a descent to 7000 ft. The DH8 was on a vector to his first fix to avoid parachute jumping on his departure route.
