Narrative:
FAA order 3120.4H describes the required prerequisites for controller training. Section 8 of 3120.4H describes 'radar control' training. Paragraph (8)a.4 requires that radar simulation shall be used, ttg/etg if available. It has been available at abilene approach for yrs but FAA management refused to employ it. A yr ago abilene was cited in an evaluation for failure to use the ttg. They still are not using it but continue to certify controllers to work radar even though they know they are not properly trained. I have brought this matter to their (FAA management) attention but they have so far ignored me. I believe that most if not all of the controllers at abi have invalid controller certificates and thus are a hazard to air safety. Callback conversation with reporter revealed the following information: reporter stated that a ucr was filed.
