Narrative:
Aircraft #1 was cleared to FL250. Aircraft #2, being worked by an adjacent sector, was climbing to FL230. Aircraft #1 failed to clear adjacent sector's airspace in time to avoid a conflict. Aircraft #1 was not pointed out to adjacent airspace in enough time to avoid a conflict. This could have been avoided if area supervisor had not removed d-side controller approximately 10-15 mins prior to event. Radar controller was working 2 sectors combined, with 2 overlapping frequencys, WX in the area which was causing aircraft to deviate, and approximately 10-15 aircraft on the frequencys. R-side controller had no say in supervisor's decision to remove d-side controller from the position.
Original NASA ASRS Text
Title: ARTCC RADAR CTLR ADMITS TO NOT PROVIDING A TIMELY POINTOUT TO AN ADJOINING CTL SECTOR WITH A B727 THAT WOULD PENETRATE THE ADJOINING SECTOR'S AIRSPACE. THE CTLR STATES THAT 10 MINS PRIOR, THE SUPVR COMBINED THE RPTR'S SECTOR WITH ANOTHER. THE CTLR BELIEVES THAT HE HAD NO INPUT IN COMBINING A SECTOR, WHICH CONTRIBUTED TO THE ERROR.
Narrative: ACFT #1 WAS CLRED TO FL250. ACFT #2, BEING WORKED BY AN ADJACENT SECTOR, WAS CLBING TO FL230. ACFT #1 FAILED TO CLR ADJACENT SECTOR'S AIRSPACE IN TIME TO AVOID A CONFLICT. ACFT #1 WAS NOT POINTED OUT TO ADJACENT AIRSPACE IN ENOUGH TIME TO AVOID A CONFLICT. THIS COULD HAVE BEEN AVOIDED IF AREA SUPVR HAD NOT REMOVED D-SIDE CTLR APPROX 10-15 MINS PRIOR TO EVENT. RADAR CTLR WAS WORKING 2 SECTORS COMBINED, WITH 2 OVERLAPPING FREQS, WX IN THE AREA WHICH WAS CAUSING ACFT TO DEVIATE, AND APPROX 10-15 ACFT ON THE FREQS. R-SIDE CTLR HAD NO SAY IN SUPVR'S DECISION TO REMOVE D-SIDE CTLR FROM THE POS.
