Narrative:
Landed from ILS approach without landing clearance. Unable to obtain ATIS until close in because of another ATIS overriding frequency. WX at minimums when unforecasted that low. Readjusting fuel load (xferring from auxiliary tank, back into wings) in case of missed approach. Fuel event led to late completion of in range/approach checklist until reaching FAF. Tower had directed us notify him upon reaching fix. Assumed we had landing clearance, both crew members failed to remember fix callout or verify landing clearance. Tower called to talk about it. Said he would overlook, just be careful. I agreed. Fatigue may have been a factor. Third day of trip. Little sleep night before due to noise at hotel.

Title: FLC OF AN ATX LTT JET FAILED TO RPT TO TWR AT OUTER FIX OR OBTAIN LNDG CLRNC DUE TO DISTRS OF LOW WX MINIMUM AND XFERRING FUEL FOR POSSIBLE GAR.
Narrative: LANDED FROM ILS APCH WITHOUT LNDG CLRNC. UNABLE TO OBTAIN ATIS UNTIL CLOSE IN BECAUSE OF ANOTHER ATIS OVERRIDING FREQ. WX AT MINIMUMS WHEN UNFORECASTED THAT LOW. READJUSTING FUEL LOAD (XFERRING FROM AUX TANK, BACK INTO WINGS) IN CASE OF MISSED APCH. FUEL EVENT LED TO LATE COMPLETION OF IN RANGE/APCH CHKLIST UNTIL REACHING FAF.
