Narrative:
We were at 17000 ft sbound. An SF340 was FL180 eastbound at our 2:30 O'clock position. ATC controller asked if we had each other in sight. We both said yes (our aircraft and other). Controller told SF340 we would pass through his altitude to FL190. My first officer started to climb with the autoplt. His climb was too slow and the SF340 came within 500 ft of our aircraft. We have tcasi. What can be done to prevent this? 1) please do not give the ATC controller the option to let 2 aircraft pass through the same altitude when converging and very close to each other. 2) we took responsibility to stay clear but the PF did not judge the other aircraft's distance correctly. 3) do not allow controllers to issue this clearance!

Title: AN EMB120 ON A VISUAL CLB WITH TFC SIGHTED NARROWLY MISSED THE XING SF340 AT FL180. THE FO OF THE EMB120 WAS ON AUTOPLT WITH TOO LOW A RATE OF CLB AND PASSED WITHIN 500 FT OF THE OTHER ACFT.

CTLR TOLD SF340 WE WOULD PASS THROUGH HIS ALT TO FL190. MY FO STARTED TO CLB WITH THE AUTOPLT. HIS CLB WAS TOO SLOW AND THE SF340 CAME WITHIN 500 FT OF OUR ACFT. WE HAVE TCASI. WHAT CAN BE DONE TO PREVENT THIS? 1) PLEASE DO NOT GIVE THE ATC CTLR THE OPTION TO LET 2 ACFT PASS THROUGH THE SAME ALT WHEN CONVERGING AND VERY CLOSE TO EACH OTHER. 2) WE TOOK RESPONSIBILITY TO STAY CLR BUT THE PF DID NOT JUDGE THE OTHER ACFT'S DISTANCE CORRECTLY. 3) DO NOT ALLOW CTLRS TO ISSUE THIS CLRNC!
