Narrative:
Sep/xx/98 at approximately XA30 hours. Atx X, a C207, had been cleared to land runway 33 at merrill field at anc. Just prior to turning on a close in base to final, tower clears atx Y, a helicopter, to depart runway 15. Both aircraft had to maneuver to avoid a collision. Also forced atx X to be placed in danger of helicopter's rotor wash. At approximately XB35 hours, atx Z, a C207, was cleared to land runway 33 merrill field. While atx Z was on close in left base, atx X was cleared to depart runway 15. Both aircraft had to maneuver to avoid a collision.

Title: AN ATX C207 CLAIMS THAT THE LCL CTLR ON 2 SEPARATE OCCASIONS CLRED A DEPARTING ACFT FOR TKOF OPPOSITE DIRECTION WHEN HE WAS ON BASE LEG.
