Narrative:
First officer flying. ATC gave clearance to cross ewo VOR 45 mi west at 11000 ft. (I think this was the altitude -- we were given a series of dscnts.) first officer did not descend to altitude (and leveloff) as instructed until 40 NM west of ewo VOR, thus making us 5 NM short of the clearance. In other words, we did not make it as instructed. I told first officer to increase his descent rate about 10 mi prior, seeing that his rate was not going to make it, but all he did was pull back on the throttles and increased the rate an extra 100-200 FPM, for a total of 1500 FPM. Next time, I'll give 1 warning and then take the aircraft the second time to prevent this again. I'm a new captain and still learning how to take 'command.' it's a fine line at times.

Title: A DSNDING DC8 FREIGHTER UNDERSHOT ITS ASSIGNED ALT DURING AN ALT XING RESTR INCIDENT. THE FO DID NOT ADHERE TO THE CAPT'S REQUEST FOR A MORE AGGRESSIVE DSCNT RATE.
Narrative: FO FLYING. ATC GAVE CLRNC TO CROSS EWO VOR 45 MI W AT 11000 FT. (I THINK THIS WAS THE ALT -- WE WERE GIVEN A SERIES OF DSCNTS.) FO DID NOT DSND TO ALT (AND LEVELOFF) AS INSTRUCTED UNTIL 40 NM W OF EWO VOR, THUS MAKING US 5 NM SHORT OF THE CLRNC. IN OTHER WORDS, WE DID NOT MAKE IT AS INSTRUCTED. I TOLD FO TO INCREASE HIS DSCNT RATE ABOUT 10 MI PRIOR, SEEING THAT HIS RATE WAS NOT GOING TO MAKE IT, BUT ALL HE DID WAS PULL BACK ON THE THROTTLES AND INCREASED THE RATE AN EXTRA 100-200 FPM, FOR A TOTAL OF 1500 FPM. NEXT TIME, I'LL GIVE 1 WARNING AND THEN TAKE THE ACFT THE SECOND TIME TO PREVENT THIS AGAIN. I'M A NEW CAPT AND STILL LEARNING HOW TO TAKE 'COMMAND.' IT'S A FINE LINE AT TIMES.
