Narrative:

In anticipation of a delay and to conserve fuel, left engine was placed back in 'feathered.' just prior to cleared for 'position and hold,' left condition lever moved from feather to minimum (unfeather). As propeller started to unfeather it hung up in critical range and torque rapidly increased. Condition lever was moved back to feather but torque continued to rapidly increase. Condition lever was set to fuel cut-off and engine shut down. Torque exceedance occurred and was noted. Aircraft returned to gate with right engine power only and without further incidents. Maintenance was notified.

Title: A COMMUTER ACFT RETURNS TO GATE WITH L ENG SHUT DOWN AFTER IT HAD EXCEEDED THE TORQUE VALUES. THE ENG HAD BEEN PLACED IN 'FEATHERED' POS AS A FUEL SAVINGS PROC DURING TAXI AND WHEN PLACED TO 'MINIMUM RPM' POS, THE PROP FAILED TO FULLY UNFEATHER.

AS PROP STARTED TO UNFEATHER IT HUNG UP IN CRITICAL RANGE AND TORQUE RAPIDLY INCREASED. CONDITION LEVER WAS MOVED BACK TO FEATHER BUT TORQUE CONTINUED TO RAPIDLY INCREASE. CONDITION LEVER WAS SET TO FUEL CUT-OFF AND ENG SHUT DOWN. TORQUE EXCEEDANCE OCCURRED AND WAS NOTED. ACFT RETURNED TO GATE WITH R ENG PWR ONLY AND WITHOUT FURTHER INCIDENTS. MAINT WAS NOTIFIED.
