Narrative:
While descending to land, a balloon that was lower crossed in front of me and was stopped and pulled to the ground by a chase crew. I would have cleared the balloon and landed had he not been stopped short by the chase crew. While climbing to go around the balloon, my basket touched the top of his envelope. I may or may not have ripped a panel on his balloon. Winds at the time were rather brisk with few suitable landing spots.

Title: A HOT AIR BALLOON TOUCHES THE UPPER PANELS OF ANOTHER BALLOON DURING AN APCH TO LNDG NEAR ABQ, NM.
Narrative: WHILE DSNDING TO LAND, A BALLOON THAT WAS LOWER CROSSED IN FRONT OF ME AND WAS STOPPED AND PULLED TO THE GND BY A CHASE CREW. I WOULD HAVE CLRED THE BALLOON AND LANDED HAD HE NOT BEEN STOPPED SHORT BY THE CHASE CREW. WHILE CLBING TO GO AROUND THE BALLOON, MY BASKET TOUCHED THE TOP OF HIS ENVELOPE. I MAY OR MAY NOT HAVE RIPPED A PANEL ON HIS BALLOON. WINDS AT THE TIME WERE RATHER BRISK WITH FEW SUITABLE LNDG SPOTS.
