Narrative:
The MD80 was on approximately 1 1/2 - 2 mi final for runway 31R, and the 3 helicopters were south of runway 31R (and north of runway 31L). The helicopters needed to land on a taxiway north of runway 31R. I was working local control on runway 31R and I told the other local controller who was working the helicopters about the MD80 and to cross runway 31R without delay in order to beat the MD80. The helicopters were told about the MD80 and the MD80 about the helicopters. The helicopters were slow in crossing, and they were over the departure end of runway 31R when the MD80 was short final. I did not want to send the MD80 around, because I felt that it would have created a much more dangerous situation.
