Narrative:

We were at FL220 approaching ord. We were given descent clearance to 11000 ft and expedite. After descending only 300 ft, we received a TCASII RA and initiated climb back to FL220. WX at ord had caused a major disruption at ord and it appeared the ZAU controller was saturated. It may be possible that the clearance to descend given to us was intended for another aircraft, but it was clear that our call sign was used for the clearance.

Title: FLC OF A B737-200 STARTED AN EXPEDITED DSCNT GIVEN BY CTLR AND THEN CLBED BACK AFTER 300 FT DSCNT IN RESPONSE TO A TCASII RA. FLC HEARD THEIR CALL SIGN AND ACKNOWLEDGED, BUT ARTCC RADAR CTLR WAS VERY BUSY DUE TO BAD WX.

WX AT ORD HAD CAUSED A MAJOR DISRUPTION AT ORD AND IT APPEARED THE ZAU CTLR WAS SATURATED. IT MAY BE POSSIBLE THAT THE CLRNC TO DSND GIVEN TO US WAS INTENDED FOR ANOTHER ACFT, BUT IT WAS CLR THAT OUR CALL SIGN WAS USED FOR THE CLRNC.
