Narrative:

At 15 mi west of yqo, I made a requested position report. Due to my altitude, center did not have radar contact. Center advised me of traffic in my area and requested a position report at 25 mi west of yqo. As soon as the controller said 'traffic,' it came into view and I had to get ready to maneuver. The other plane passed about 500 ft overhead on a heading about 90 degrees less than my heading. I never had to change altitude. However, I forgot about the request to report 25 mi out. If the controller knew how close the other plane was, I don't think he would have told me 2 things at once. There was a broken layer of clouds at my altitude. We were in IMC about half the time. I think the other plane was working its way down through a hole.

Title: PLT IN VICINITY OF YQO, CANADA ON IFR FLT PLAN HAS CLOSE ENCOUNTER WITH ANOTHER ACFT THAT WAS PROBABLY DSNDING THROUGH A BREAK IN THE CLOUDS. BECAUSE OF THE INCIDENT THE PLT MISSED A REQUIRED POS RPT.

Narrative: AT 15 MI W OF YQO, I MADE A REQUESTED POS RPT. DUE TO MY ALT, CTR DID NOT HAVE RADAR CONTACT. CTR ADVISED ME OF TFC IN MY AREA AND REQUESTED A POS RPT AT 25 MI W OF YQO. AS SOON AS THE CTLR SAID 'TFC,' IT CAME INTO VIEW AND I HAD TO GET READY TO MANEUVER. THE OTHER PLANE PASSED ABOUT 500 FT OVERHEAD ON A HDG ABOUT 90 DEGS LESS THAN MY HDG. I NEVER HAD TO CHANGE ALT. HOWEVER, I FORGOT ABOUT THE REQUEST TO RPT 25 MI OUT. IF THE CTLR KNEW HOW CLOSE THE OTHER PLANE WAS, I DON'T THINK HE WOULD HAVE TOLD ME 2 THINGS AT ONCE. THERE WAS A BROKEN LAYER OF CLOUDS AT MY ALT. WE WERE IN IMC ABOUT HALF THE TIME. I THINK THE OTHER PLANE WAS WORKING ITS WAY DOWN THROUGH A HOLE.
