Narrative:
A flight dispatcher from a foreign airline requested jump seat from lga to atl. I checked his dispatcher license, but didn't realize that foreign carrier pilots/dispatchers are not allowed to jump seat on united states airlines by far. He flew with us to atl. We later discovered the mistake.

Title: A COMMERCIAL FIXED WING LGT ACFT WAS DISPATCHED WITH A FOREIGN ACR DISPATCHER SEATED IN THE COCKPIT IN CONFLICT WITH PROCS.
Narrative: A FLT DISPATCHER FROM A FOREIGN AIRLINE REQUESTED JUMP SEAT FROM LGA TO ATL. I CHKED HIS DISPATCHER LICENSE, BUT DIDN'T REALIZE THAT FOREIGN CARRIER PLTS/DISPATCHERS ARE NOT ALLOWED TO JUMP SEAT ON UNITED STATES AIRLINES BY FAR. HE FLEW WITH US TO ATL. WE LATER DISCOVERED THE MISTAKE.
