Narrative:
Approaching ewr from the west, we were expecting runway 22L. Close in we were informed that we would be the first to land on runway 4R. Visibility was reported to be 10 mi but it was a little hazy. We were vectored to a final for runway 4R and the captain was setting up the frequencys for runway 4R but the ILS had not been switched to runway 4R from runway 22L. We were vectored onto final and the controller said that we were on the localizer path. The ILS had not yet started working and we ended up getting high and had to go to flaps 40 degrees from our planned 30 degrees. I was not trusting the ILS indications this time and I saw a runway and was going by visual reference for that runway. At about 400 ft AGL we noticed an airplane on the runway and the captain realized we were headed for the wrong runway. We went ahead and made an easy transition to the correct runway and landed uneventfully. Lining up on the wrong runway could have been avoided by my not getting fixated on one runway and looking to confirm to myself that I was on the right runway.

Title: A B737-500 CREW EXPERIENCES AN APCH TO WRONG RWY WHEN REASSIGNED APCH FROM ILS RWY 22L TO ILS RWY 4R AT EWR. AT 400 FT AGL THEY WERE LINED UP WITH RWY 4L.
Narrative: APCHING EWR FROM THE W, WE WERE EXPECTING RWY 22L. CLOSE IN WE WERE INFORMED THAT WE WOULD BE THE FIRST TO LAND ON RWY 4R. VISIBILITY WAS RPTED TO BE 10 MI BUT IT WAS A LITTLE HAZY. WE WERE VECTORED TO A FINAL FOR RWY 4R AND THE CAPT WAS SETTING UP THE FREQS FOR RWY 4R BUT THE ILS HAD NOT BEEN SWITCHED TO RWY 4R FROM RWY 22L. WE WERE VECTORED ONTO FINAL AND THE CTLR SAID THAT WE WERE ON THE LOC PATH. THE ILS HAD NOT YET STARTED WORKING AND WE ENDED UP GETTING HIGH AND HAD TO GO TO FLAPS 40 DEGS FROM OUR PLANNED 30 DEGS. I WAS NOT TRUSTING THE ILS INDICATIONS THIS TIME AND I SAW A RWY AND WAS GOING BY VISUAL REF FOR THAT RWY. AT ABOUT 400 FT AGL WE NOTICED AN AIRPLANE ON THE RWY AND THE CAPT REALIZED WE WERE HEADED FOR THE WRONG RWY. WE WENT AHEAD AND MADE AN EASY TRANSITION TO THE CORRECT RWY AND LANDED UNEVENTFULLY.
