Narrative:
On sep/xx/98, assuming that in order to endorse an applicant for the initial CFI practical test, I needed to have either 200 hours as a CFI (dual given) and be a CFI for at least 24 months or 400 hours dual given regardless of how long I've been a CFI, I endorsed mr X for his initial CFI practical test without meeting the requirements to do so. I have +1000 hours dual given, but I've been a CFI for only 12 months and I've wrongly assumed that I met the requirements of 61.195(H)(3)(ii). Today (oct/xx/98) during a conversation with another instructor about the subject, I was told that not only I need 400 hours dual given, but also I would have needed to serve as a CFI in an FAA-approved course for the issuance of a CFI rating. Like I said, even though I have more than 1000 hours dual given, I have not served as a CFI in an FAA-approved course for the issuance of a CFI rating. In conclusion, I've endorsed an initial CFI applicant without fully meeting the requirements of 61.195(H). I've done that without intention due to poor interpretation of the appropriate FARS.

Title: CFI WRONGLY ENDORSED HIS STUDENT FOR THE CFI PRACTICAL.
Narrative: ON SEP/XX/98, ASSUMING THAT IN ORDER TO ENDORSE AN APPLICANT FOR THE INITIAL CFI PRACTICAL TEST, I NEEDED TO HAVE EITHER 200 HRS AS A CFI (DUAL GIVEN) AND BE A CFI FOR AT LEAST 24 MONTHS OR 400 HRS DUAL GIVEN REGARDLESS OF HOW LONG I'VE BEEN A CFI, I ENDORSED MR X FOR HIS INITIAL CFI PRACTICAL TEST WITHOUT MEETING THE REQUIREMENTS TO DO SO. I HAVE +1000 HRS DUAL GIVEN, BUT I'VE BEEN A CFI FOR ONLY 12 MONTHS AND I'VE WRONGLY ASSUMED THAT I MET THE REQUIREMENTS OF 61.195(H)(3)(II). TODAY (OCT/XX/98) DURING A CONVERSATION WITH ANOTHER INSTRUCTOR ABOUT THE SUBJECT, I WAS TOLD THAT NOT ONLY I NEED 400 HRS DUAL GIVEN, BUT ALSO I WOULD HAVE NEEDED TO SERVE AS A CFI IN AN FAA-APPROVED COURSE FOR THE ISSUANCE OF A CFI RATING. LIKE I SAID, EVEN THOUGH I HAVE MORE THAN 1000 HRS DUAL GIVEN, I HAVE NOT SERVED AS A CFI IN AN FAA-APPROVED COURSE FOR THE ISSUANCE OF A CFI RATING. IN CONCLUSION, I'VE ENDORSED AN INITIAL CFI APPLICANT WITHOUT FULLY MEETING THE REQUIREMENTS OF 61.195(H). I'VE DONE THAT WITHOUT INTENTION DUE TO POOR INTERP OF THE APPROPRIATE FARS.
