Narrative:
Departure end runway 12 mia airport. Tower controller cleared us for takeoff, maintain runway heading, altitude of 5000 ft is standard and also on pre departure clearance. At approximately 1200 ft, TCASII 'monitor vertical speed' then 'descend, descend.' looking at scope, we were right under another aircraft. We responded to the commands and then received a clear of conflict. Told tower, he acknowledged his error. We never saw the bogie, but it really made the hair on the back of our necks stand up. Callback conversation with reporter revealed the following information: reporter stated it was daylight and VMC. The WX conditions at the time were clear and visibility unlimited. He said they never saw the other aircraft and does not know if it was just flying through the area or a departure off another runway. He estimated they came within 200 ft vertical and 0 ft horizontal of the traffic. The controller had said it was his error.

Title: A300 CREW DEPARTING MIA STRAIGHT-OUT OFF RWY 12 RECEIVE A TCASII RA AND HAVE AN NMAC AT 1200 FT.
Narrative: DEP END RWY 12 MIA ARPT. TWR CTLR CLRED US FOR TKOF, MAINTAIN RWY HDG, ALT OF 5000 FT IS STANDARD AND ALSO ON PDC. AT APPROX 1200 FT, TCASII 'MONITOR VERT SPD' THEN 'DSND, DSND.' LOOKING AT SCOPE, WE WERE RIGHT UNDER ANOTHER ACFT. WE RESPONDED TO THE COMMANDS AND THEN RECEIVED A CLR OF CONFLICT. TOLD TWR, HE ACKNOWLEDGED HIS ERROR. WE NEVER SAW THE BOGIE, BUT IT REALLY MADE THE HAIR ON THE BACK OF OUR NECKS STAND UP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED IT WAS DAYLIGHT AND VMC.
