Narrative:

Qit VOR has been OTS. Flight plans show same route as always, filed through qit. In the united states, this is usually not a problem on FMS aircraft, but in south america we have to raw data it below FL250. With this route this is impossible -- especially given the reliability of ascazubi NDB. Today with airborne, we were given right turn direct to ascazubi then direct to a fix well north of qit based off of qit. I am sure that this does not meet the third segment climb criteria since there are no published sids that go north without using qit. I believe we need to immediately check the third segment climb north and west of ascazubi and change our departures as required.

Narrative: QIT VOR HAS BEEN OTS. FLT PLANS SHOW SAME RTE AS ALWAYS, FILED THROUGH QIT. IN THE UNITED STATES, THIS IS USUALLY NOT A PROB ON FMS ACFT, BUT IN SOUTH AMERICA WE HAVE TO RAW DATA IT BELOW FL250. WITH THIS RTE THIS IS IMPOSSIBLE -- ESPECIALLY GIVEN THE RELIABILITY OF ASCAZUBI NDB. TODAY WITH AIRBORNE, WE WERE GIVEN R TURN DIRECT TO ASCAZUBI THEN DIRECT TO A FIX WELL N OF QIT BASED OFF OF QIT. I AM SURE THAT THIS DOES NOT MEET THE THIRD SEGMENT CLB CRITERIA SINCE THERE ARE NO PUBLISHED SIDS THAT GO N WITHOUT USING QIT. I BELIEVE WE NEED TO IMMEDIATELY CHK THE THIRD SEGMENT CLB N AND W OF ASCAZUBI AND CHANGE OUR DEPS AS REQUIRED.
