Narrative:

On a VFR flight from whp to toa via smo and the lax special flight rules area, ATC claims that I intruded into class B airspace. Neither I nor the CFI that was with me can confirm this alleged incursion. Sequence of events: after takeoff from whp I requested and received from burbank tower clearance through their airspace at 2500 ft AGL. When they released me over the hollywood hills I started a climb so as to clear smo's class D ceiling at 2700 ft AGL. I turned to the 132 degree radial of the smo VOR and leveled off at 3500 ft MSL. After I departed the special flight rules area, I landed at toa. The tower informed me that I was to call the telephone number they provided. Neither I nor the other pilot can understand how this event could have taken place unless it was an encoder malfunction and was stuck at a lower altitude. This possibility is being checked out.

Title: A CESSNA L19 IN LAX SPECIAL FLT RULES AREA IS ALLEGED TO HAVE VIOLATED CLASS B AIRSPACE. THERE IS A POSSIBILITY OF AN ENCODER MALFUNCTION.

Narrative: ON A VFR FLT FROM WHP TO TOA VIA SMO AND THE LAX SPECIAL FLT RULES AREA, ATC CLAIMS THAT I INTRUDED INTO CLASS B AIRSPACE. NEITHER I NOR THE CFI THAT WAS WITH ME CAN CONFIRM THIS ALLEGED INCURSION. SEQUENCE OF EVENTS: AFTER TKOF FROM WHP I REQUESTED AND RECEIVED FROM BURBANK TWR CLRNC THROUGH THEIR AIRSPACE AT 2500 FT AGL. WHEN THEY RELEASED ME OVER THE HOLLYWOOD HILLS I STARTED A CLB SO AS TO CLR SMO'S CLASS D CEILING AT 2700 FT AGL. I TURNED TO THE 132 DEG RADIAL OF THE SMO VOR AND LEVELED OFF AT 3500 FT MSL. AFTER I DEPARTED THE SPECIAL FLT RULES AREA, I LANDED AT TOA. THE TWR INFORMED ME THAT I WAS TO CALL THE TELEPHONE NUMBER THEY PROVIDED.
