Narrative:

In recent months, I've noticed an increase in the amount of debris located between runways 1L&right at sfo. It is particularly bad in the area bounded by the approach ends of those 2 runways and runway 28L/10R. It is not uncommon to see large sheets of paper and plastic blowing across runway 1L&right during operations off those runways. The amount and size of this loose debris form a definite FOD hazard to aircraft on those 2 runways and particularly to aircraft with low slung, wing- mounted engines. Callback conversation with reporter revealed the following information: the reporter first officer stated that on his last time into sfo the subject debris appeared to be cleaned up. He added, however, that this is a 'hit or miss' proposition, that the debris comes and goes. He has had low speed engine compressor stalls on takeoff on runway 1R and when landing on runway 28L at sfo. He suspected debris at the time. He did not report this incident or other incidents to anyone else except ASRS. Reporter was given the FAA hotline number for future action reports.

Title: A B747 FO RPT REGARDING DEBRIS BTWN RWYS 1L&R FROM THE APCH END TO THE INTXN OF RWY 28L AT SFO ARPT.

Narrative: IN RECENT MONTHS, I'VE NOTICED AN INCREASE IN THE AMOUNT OF DEBRIS LOCATED BTWN RWYS 1L&R AT SFO. IT IS PARTICULARLY BAD IN THE AREA BOUNDED BY THE APCH ENDS OF THOSE 2 RWYS AND RWY 28L/10R. IT IS NOT UNCOMMON TO SEE LARGE SHEETS OF PAPER AND PLASTIC BLOWING ACROSS RWY 1L&R DURING OPS OFF THOSE RWYS. THE AMOUNT AND SIZE OF THIS LOOSE DEBRIS FORM A DEFINITE FOD HAZARD TO ACFT ON THOSE 2 RWYS AND PARTICULARLY TO ACFT WITH LOW SLUNG, WING- MOUNTED ENGS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR FO STATED THAT ON HIS LAST TIME INTO SFO THE SUBJECT DEBRIS APPEARED TO BE CLEANED UP. HE ADDED, HOWEVER, THAT THIS IS A 'HIT OR MISS' PROPOSITION, THAT THE DEBRIS COMES AND GOES. HE HAS HAD LOW SPD ENG COMPRESSOR STALLS ON TKOF ON RWY 1R AND WHEN LNDG ON RWY 28L AT SFO. HE SUSPECTED DEBRIS AT THE TIME. HE DID NOT RPT THIS INCIDENT OR OTHER INCIDENTS TO ANYONE ELSE EXCEPT ASRS. RPTR WAS GIVEN THE FAA HOTLINE NUMBER FOR FUTURE ACTION RPTS.
