Narrative:

The problem is totally caused by allowing a radio controled model airplane club to operate on the airport only a few hundred ft from a runway. I broke out of the clouds and could see only the first half of runway 31 at prb because of more clouds in front of me and as I descended toward the runway, I suddenly saw this toy airplane about 130 ft AGL going toward the mid point of runway 31 about 100 mph. I had to circle to land at 350 ft AGL to land on another runway and land with a quartering tailwind to avoid this menacing toy airplane. Removing the toy airplanes from the paso robles airport will solve this problem. This is the second time that I have encountered toy airplanes when the field is IMC. The toy airplanes have been observed to overfly runways and have been observed at 1000 ft in the traffic pattern several times.

Title: PLT CONDUCTING AN APCH TO PRB ARPT INITIATES A GAR MANEUVER TO AVOID RADIO CTLED MODEL ACFT WHICH THE RPTR PERCEIVES IS OPERATING TOO CLOSE TO RWY.

Narrative: THE PROB IS TOTALLY CAUSED BY ALLOWING A RADIO CTLED MODEL AIRPLANE CLUB TO OPERATE ON THE ARPT ONLY A FEW HUNDRED FT FROM A RWY. I BROKE OUT OF THE CLOUDS AND COULD SEE ONLY THE FIRST HALF OF RWY 31 AT PRB BECAUSE OF MORE CLOUDS IN FRONT OF ME AND AS I DSNDED TOWARD THE RWY, I SUDDENLY SAW THIS TOY AIRPLANE ABOUT 130 FT AGL GOING TOWARD THE MID POINT OF RWY 31 ABOUT 100 MPH. I HAD TO CIRCLE TO LAND AT 350 FT AGL TO LAND ON ANOTHER RWY AND LAND WITH A QUARTERING TAILWIND TO AVOID THIS MENACING TOY AIRPLANE. REMOVING THE TOY AIRPLANES FROM THE PASO ROBLES ARPT WILL SOLVE THIS PROB. THIS IS THE SECOND TIME THAT I HAVE ENCOUNTERED TOY AIRPLANES WHEN THE FIELD IS IMC. THE TOY AIRPLANES HAVE BEEN OBSERVED TO OVERFLY RWYS AND HAVE BEEN OBSERVED AT 1000 FT IN THE TFC PATTERN SEVERAL TIMES.
