Narrative:

En route cruise from phx-las at FL280. Center was very busy. We received a clearance to 'descend to 12000 ft with a good rate.' I read the clearance back, and we started down. At FL263 center asked about our altitude. I said 'passing through FL263 for 12000 ft.' center replied, with a surprise, that we were assigned FL280. We climbed back up to FL280. When I read the descent clearance back, center never replied. There was no traffic conflict.

Title: FLC OF A COMMERCIAL FIXED WING TAKES THE WRONG CLRNC AND LEAVES THEIR ASSIGNED ALT WITHOUT ATC COORD.

Narrative: ENRTE CRUISE FROM PHX-LAS AT FL280. CTR WAS VERY BUSY. WE RECEIVED A CLRNC TO 'DSND TO 12000 FT WITH A GOOD RATE.' I READ THE CLRNC BACK, AND WE STARTED DOWN. AT FL263 CTR ASKED ABOUT OUR ALT. I SAID 'PASSING THROUGH FL263 FOR 12000 FT.' CTR REPLIED, WITH A SURPRISE, THAT WE WERE ASSIGNED FL280. WE CLBED BACK UP TO FL280. WHEN I READ THE DSCNT CLRNC BACK, CTR NEVER REPLIED. THERE WAS NO TFC CONFLICT.
