Narrative:

On a clear day 15+ mi visibility, on an approximately 4-5 mi final to runway 27 at san, on my leg to fly, our TCASII picked up a target at 12 O'clock position, 2 mi, 500 ft vertical separation as we descended through 1800 ft MSL. The aircraft was configured gear down, flaps 30 degrees with engines spooled, descent rate 800 FPM. We received a TCASII TA, 'traffic, traffic, traffic,' followed immediately by an RA, 'climb, climb, climb.' I immediately rotated to the commanded rate of climb, which was 2200 FPM, about 20 degrees nose up. The escape maneuver was initiated at 1600 ft MSL. The first officer and I never saw the traffic and the last separation I saw on TCASII was 200 ft vertical. While talking with a supervisor from san tower on the phone, I was advised that the other aircraft was a BE18 and had been operating in that area for a couple of days. I thought that the BE18 shouldn't have been anywhere near the centerline of runway 27 and 1600 ft MSL, 4-5 mi from the airport. The supervisor agreed and thought the BE18 had strayed too close to the final inadvertently.

Title: B757 TAKES EVASIVE ACTION IN RESPONSE TO TCASII RA ON FINAL APCH TO SAN.

Narrative: ON A CLR DAY 15+ MI VISIBILITY, ON AN APPROX 4-5 MI FINAL TO RWY 27 AT SAN, ON MY LEG TO FLY, OUR TCASII PICKED UP A TARGET AT 12 O'CLOCK POS, 2 MI, 500 FT VERT SEPARATION AS WE DSNDED THROUGH 1800 FT MSL. THE ACFT WAS CONFIGURED GEAR DOWN, FLAPS 30 DEGS WITH ENGS SPOOLED, DSCNT RATE 800 FPM. WE RECEIVED A TCASII TA, 'TFC, TFC, TFC,' FOLLOWED IMMEDIATELY BY AN RA, 'CLB, CLB, CLB.' I IMMEDIATELY ROTATED TO THE COMMANDED RATE OF CLB, WHICH WAS 2200 FPM, ABOUT 20 DEGS NOSE UP. THE ESCAPE MANEUVER WAS INITIATED AT 1600 FT MSL. THE FO AND I NEVER SAW THE TFC AND THE LAST SEPARATION I SAW ON TCASII WAS 200 FT VERT. WHILE TALKING WITH A SUPVR FROM SAN TWR ON THE PHONE, I WAS ADVISED THAT THE OTHER ACFT WAS A BE18 AND HAD BEEN OPERATING IN THAT AREA FOR A COUPLE OF DAYS. I THOUGHT THAT THE BE18 SHOULDN'T HAVE BEEN ANYWHERE NEAR THE CTRLINE OF RWY 27 AND 1600 FT MSL, 4-5 MI FROM THE ARPT. THE SUPVR AGREED AND THOUGHT THE BE18 HAD STRAYED TOO CLOSE TO THE FINAL INADVERTENTLY.
