Narrative:

Possible cause: ZAU gave us an amended altitude from FL290 to stop at FL270 then handed us over to ZOB. It was not much later that the following occurred: level cruise flight at FL270, oncoming traffic at FL250. Head-on traffic climbed to our altitude, received TA/RA on TCASII with a 3000 ft climb advisory. Came within 1000 ft during situation. Once descended per TA/RA, ZOB told us to climb to FL290. Occurred 300 mi west of johnstown jst direct from djb in air carrier X CL65 aircraft.

Title: FLC OF A CANADAIR CL65 CLBED IN RESPONSE TO A TCASII RA WHEN HEAD-ON TFC 2000 FT BELOW BEGAN CLB TO THEIR ALT. ARTCC RADAR CTLR SUBSEQUENTLY ISSUED A CLB TO A HIGHER ALT SINCE THEIR ASSIGNED ALT WAS NOW BEING USED BY ANOTHER ACFT.

IT WAS NOT MUCH LATER THAT THE FOLLOWING OCCURRED: LEVEL CRUISE FLT AT FL270, ONCOMING TFC AT FL250. HEAD-ON TFC CLBED TO OUR ALT, RECEIVED TA/RA ON TCASII WITH A 3000 FT CLB ADVISORY. CAME WITHIN 1000 FT DURING SIT. ONCE DSNDED PER TA/RA, ZOB TOLD US TO CLB TO FL290. OCCURRED 300 MI W OF JOHNSTOWN JST DIRECT FROM DJB IN ACR X CL65 ACFT.
