Narrative:
We were descending through 8000 ft for landing at sna. Socal approach was providing vectors. We knew that when we descended below 7000 ft we would no longer be in the lax class B but would still be under the overlying limits of the class B where a 200 KT speed restr would apply. We were doing 250 KTS, so we asked ATC (socal approach) if the 200 KT speed restr would be in effect. He said, 'no speed limit will be necessary.' I said something like 'we'll keep our speed up to 250 KTS then' and he said 'roger.' a couple of mins later, socal handed off to another frequency and I told the next controller that the previous controller had 'waived' the 200 KT speed restr, that we were doing 250 KTS and asked if that was ok with him. He said something like 'I don't have any authority/authorized to waive that.' at that point, we quickly slowed to 200 KTS. There's a note on our company published airport information page that says the speed restr applies unless FAA waiver is obtained. I interpreted that note to mean 'ATC waiver' and that's why I asked ATC if we could exceed the limit.

Title: FLC OF A B757 EXCEEDED THE AIRSPD RESTR UNDERLYING CLASS B AIRSPACE. ONE CTLR INDICATED THAT IT WAS OK, BUT ANOTHER CTLR SAID THAT HE DID NOT HAVE THE AUTH TO WAIVE THE SPD RESTR.
Narrative: WE WERE DSNDING THROUGH 8000 FT FOR LNDG AT SNA. SOCAL APCH WAS PROVIDING VECTORS. WE KNEW THAT WHEN WE DSNDED BELOW 7000 FT WE WOULD NO LONGER BE IN THE LAX CLASS B BUT WOULD STILL BE UNDER THE OVERLYING LIMITS OF THE CLASS B WHERE A 200 KT SPD RESTR WOULD APPLY. WE WERE DOING 250 KTS, SO WE ASKED ATC (SOCAL APCH) IF THE 200 KT SPD RESTR WOULD BE IN EFFECT. HE SAID, 'NO SPD LIMIT WILL BE NECESSARY.' I SAID SOMETHING LIKE 'WE'LL KEEP OUR SPD UP TO 250 KTS THEN' AND HE SAID 'ROGER.'
