Narrative:
I was on an IFR flight plan from 8a7 to 60J. The WX at north myrtle beach, sc (cre), was forecast to become VFR by mid morning due to light fog. Visibility was 4 mi reported by ATIS with unlimited ceiling. 60J does not report WX. Arriving at 60J ATC agreed to let me hold at 1600 ft MSL since I could not find the ocean isle beach airport (60J) through the breaks in the clouds (fog) below me. The sky was clear above (ground fog only). After holding for 15 mins, I requested and was cleared for the ILS into cre and broke out with ragged bases of 400-500 ft AGL and 4 mi of visibility. After landing, I requested and received an SVFR clearance from cre tower to stay clear of clouds and follow the coastline to ocean isle airport (60J) and given a squawk and myrtle beach departure (ATC) frequency. With 4 mi of visibility, I followed the coastline to 60J at 300-500 ft AGL, remaining clear of clouds, landing without a problem. In crossing the coast to land, I crossed over a populated area while remaining clear of clouds. I was less than 1000 ft over a populated area.

Title: AN SMT TWIN FLIES OVER A POPULATED AREA NEAR OCEAN ISLE BEACH, SC (60J), AT ABOUT 400 FT AGL WHILE ON AN SVFR CLRNC FROM CRE TO 60J. PLT HAD LANDED AT CRE AND OBTAINED THE CLRNC TO 60J BECAUSE OF TERMINAL AREA WX FACTORS.

WITH 4 MI OF VISIBILITY, I FOLLOWED THE COASTLINE TO 60J AT 300-500 FT AGL, REMAINING CLR OF CLOUDS, LNDG WITHOUT A PROB. IN XING THE COAST TO LAND, I CROSSED OVER A POPULATED AREA WHILE REMAINING CLR OF CLOUDS. I WAS LESS THAN 1000 FT OVER A POPULATED AREA.
