Narrative:
I was working all position combined, most txwys were closed due to construction. Aircraft called for taxi. I taxied aircraft to runway 31. (Their hangar is near departure end of runway 31.) aircraft taxied across runway 31 at departure end. Pilot said he was sorry.

Narrative: I WAS WORKING ALL POS COMBINED, MOST TXWYS WERE CLOSED DUE TO CONSTRUCTION. ACFT CALLED FOR TAXI. I TAXIED ACFT TO RWY 31. (THEIR HANGAR IS NEAR DEP END OF RWY 31.) ACFT TAXIED ACROSS RWY 31 AT DEP END. PLT SAID HE WAS SORRY.
