Narrative:
While holding for clearance to take off, tower called and said 'after takeoff turn left to 090 degrees.' he gave us an initial altitude and a new departure frequency. We both also thought he had cleared us for takeoff. As we taxied onto the runway, tower said 'XXX you're not cleared for takeoff.' after we were in position, tower told us we were 'cleared for takeoff, and by the way you were never cleared onto the runway.' I don't remember word for word what he said, but something in his phraseology made us both think we had clearance. He did the same thing with the air carrier in front of us. Everyone seemed confused by the wording in his clrncs.

Title: ATR42 FLC BELIEVED THAT THEY HAD BEEN GIVEN TKOF CLRNC, AFTER TWR CTLR GAVE THEM DEP INSTRUCTIONS, AND TAXIED INTO POS AND WERE STARTING TKOF ROLL WHEN CTLR ADVISED THAT THEY HAD NOT BEEN GIVEN TKOF CLRNC, NOR HAD THEY BEEN CLRED ONTO THE RWY.
Narrative: WHILE HOLDING FOR CLRNC TO TAKE OFF, TWR CALLED AND SAID 'AFTER TKOF TURN L TO 090 DEGS.' HE GAVE US AN INITIAL ALT AND A NEW DEP FREQ. WE BOTH ALSO THOUGHT HE HAD CLRED US FOR TKOF. AS WE TAXIED ONTO THE RWY, TWR SAID 'XXX YOU'RE NOT CLRED FOR TKOF.' AFTER WE WERE IN POS, TWR TOLD US WE WERE 'CLRED FOR TKOF, AND BY THE WAY YOU WERE NEVER CLRED ONTO THE RWY.' I DON'T REMEMBER WORD FOR WORD WHAT HE SAID, BUT SOMETHING IN HIS PHRASEOLOGY MADE US BOTH THINK WE HAD CLRNC. HE DID THE SAME THING WITH THE ACR IN FRONT OF US. EVERYONE SEEMED CONFUSED BY THE WORDING IN HIS CLRNCS.
