Narrative:

Class D tower controller assigned me a discrete transponder code as part of a clearance for VFR departure which did not include any altitude restr. In the past, when I have departed teb, I was handed off to ZNY or approach. On climb out from teb, I asked the controller about my handoff. He said he wasn't giving me one. I was momentarily distraction and climbed into the base of the nyc class B airspace by 100 ft. Why do they give a discrete code to VFR planes without a handoff?
