Narrative:
ATC gave a crossing restr of 24000 ft 10 mi south of fwa. My position was approximately 68 mi south of fwa at FL310. I planned to start down at 40 mi south of fwa, engaged in conversation with captain, I forgot about restr until captain reminded me, at approximately 26 DME south of fwa. Captain reported to ATC not able to make restr, ATC gave a TA (captain reported traffic in sight). I crossed late at 7 DME south.
